Hi!
The only suggestion is to submit a support request to Google, as I had this kind of experience as well. One day it just started working.

It was a long time ago in the summer but I had my adsense account activated almost immediately. How I did it was I joined a site like hubpages that allowed me to use Google Adsense as a way to generate income. I wrote a hub, which is very easy to do and I used the URL of the Hub and that got me in the door. The problem could be that you have a new blog and Google wants something a little more recognized.

Now,blog is hard to get google adsense,or you can use google blogger or creat your own blog,after 6 months,you can go to get one.

google are not stupd they knw you and your brother are tryng to rip them off try using another adres then later change it when the account is created
