The obvious is of course to increase your content and web traffic. Without these 2, you'll never have anyone clicking on anything! Now, where do people go for content? Sites that have content!

1. Set up a blog or forum that does not require registration for people to comment. You want real human being clicking on your links and ads, right?
2. Add interesting content - photos, videos that you made or took
2. Keep your content as brief as possible (some people are put off by too much text)
3. Submit to URL and RSS search engines
4. Socialise online! Ask questions, comment in others' blogs.

Myqute gives good advice. Don't tell anyone what your CTR is, but most blogs are apparently 2%-5%. If you are the top end maybe that's as good as you are going to get.
