You first have to choose a blogging platform ( Blogger or Self-Hosted Wordpress ) and then create your blog. You then need to have a solid idea and plan about what to you need to blog and who you should target as audience. Just search beginners guide to blogging in google and you'll get tons of good guide to blogging.
