register on google webmaster; if you have google account it can be found on your google account setting

Same as Salik-cell said.

However, if you do that - it's still not guaranteed. For a better chance of it being indexed, get some backlinks. The higher the rank on google the site that links back to you, the mroe of a chance of your site being indexed.

Basically - just advertise and try to hurl in traffic.

Very Simple,
Ist step: Add your blog on Google Webmaster tool.
2nd Step: create a Meta tag for your Blog and add meta tag in your blog and verify it with Google Webmaster tool.
3rd step: Add sitemap.xml file of Your Blog in Google Webmaster tool.
Then you will see your blog will regularly index by GoogleBot.
