Problem with Blogger | I need a solution! Quick edit Pencil Wrench icons

Quick edit Pencil Wrench icons

I'd like to ask about the quick edit pencil that appears usually at the end of blogger posts because it has disappeared two days ago?
Even wrench icons, they have disappeared too?

Note:
* Platform: Blogger
* my template is from Blogger. com itself.
* The missed tools I mean, supposed to be seen when the blogger browse his post outside his/her blog.
"Of course I'm logged in my blog as usual" but tools I mentioned are gone!
* I tried another template outside blogger ones and the same problem still there.
* I checked if I marked (right sign) of using edit pencil from (design > posts) and it's already checked.

Where the quick edit pen and wrench icons have disappeared in Blog . com from google?
