I think he mean ads with scam sites or maybe sites with face content, you know you can block urls from your adsense if you don't like them, once in a news paper a user comment that he have bought a item in a online store and he didn't get it, that was adsvertisent on the news paper, it was a banner showed up on adsense, so I think he mean something like that...
